Payroll and Benefits Administrator

PURPOSE/OVERVIEW:
To administer an accurate and effective system of payroll and benefits for the Canadian domestic and international employees of the Christian Reformed Church in North America and its agencies and ministries, as well as administrative aspects of benefits for Christian Reformed Church congregational staff in Canada.

This position offers a flexible work schedule, attractive benefits package (including retirement fund contribution) and three weeks vacation.

KEY RESPONSIBILITIES:

Essential Duties and Responsibilities
  1.   Administer the bi-weekly consolidated payroll function for the domestic employees of the CRCNA and its various agencies.
  2.  Administer the monthly consolidated payroll function for the international employees of the CRCNA and its various agencies.
  3.  Administer the monthly payroll function for the retiree benefits of the Ministers Pension Fund.  
  4.  Process the source deductions and government plans associated with all payrolls, including the year-end procedures and filings (T4's, T4A’s, EHT).  Maintain payroll records for governmental tax and benefit reporting requirements.
  5.  Administer the Group Health and Life plan for ministers and ministry staff of the Christian Reformed Churches in Canada including advising regarding the plan administration and benefits, participant enrollment, and participant billing.
  6.  Administer benefits claims processing including communication with plan participants concerning their benefits and claims.  
  7.  Process enrollment and changes for employee benefit plans, specifically the Group Life & Health plan, the Foreign Medical plan, and the Group RSP plan.  
  8.  Process invoices and agency/participant billings related to payroll and benefit plans.
  9.  Communicate effectively with payroll service provider, benefits service providers, and agent of record to ensure accurate, timely, effective, and equitable administration.  
  10.  Maintain individual employee personnel files and human resources database.  Maintain required files and records relative to payroll, benefits plans, and retirement plan.  
  11.  Maintain regular contact with the human resource office(s), various agency payroll contact person(s) and with Finance Managers to facilitate accurate employee record-keeping.
  12.  Process all payroll changes and new hires, including:  Coordinate with the human resources office all payroll-related procedures; Calculate retroactive and prorated pay adjustments; Calculate regular or prorated sick, vacation and holiday time benefits; Process and input payroll information into payroll system; Comply with federal, provincial, and local requirements
  13.  Communicate with supervisors and employees regarding services such as direct deposits, annuity deductions; payroll information and periodic payroll-related analysis, statements and projections.
  14.  Research, advise, and develop responses to inquiries relating to payroll issues, i.e. tax withholding, CPP or EI payments, housing allowance; employment verification; reimbursements; etc.
  15.  Serve as a resource for clergy and churches regarding payroll and benefits information (not including the MPF). 
  16.  Oversee the delegated tasks of billing and collection regarding the group health and life plan and retirement plan.
  17.  Provide backup and overflow accounting, finance, and administrative support.
  18.  Actively participate in team meetings and other meetings, as requested.
  19.  Respond to general correspondence and inquiries.
  20.  Participate in staff meetings as scheduled.
  21.  Other duties as assigned by supervisor.

SKILLS, KNOWLEDGE & EXPERTISE:

Qualifications
The requirements listed below are representative of the knowledge, skill and/or ability required.
  1.  Able to respect and support the mission, vision and values of the CRCNA. 
  2.  Expert knowledge and skills related to computer-based payroll processing software
  3.  Advanced knowledge and skills of MS Office spreadsheet and word-processing programs.
  4.  Expert knowledge of the Employment Act and other government regulations concerning employment, compensation, payroll, source deductions, and benefits.
  5.  Ability to organize projects, set priorities, and maintain schedules.
  6.  Ability to perform work very accurately and dependably.
  7.  Ability to effectively communicate orally and in writing.
  8.  Sound and mature judgment and ability to handle confidential information.
  9.  Ability to work independently with minimal supervision, as well as part of the finance and human resources service teams.

Education & Experience
  1.  Preference given to those with Ceridian Dayforce experience.
  2.  Certification by the Canadian Payroll Association as a Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM).
  3.  Two to four years experience in payroll administration, including government remittances.
  4.  Two to four years experience in benefit administration, including group health and registered retirement plans.
